Hey! You can get JVC GZ-D720. It’s selling at $399 + 3pcs DV Tape + 1pc video bag at Audio House. It’s come with 28x optical zoom and 2.7" LCD Display

Cannon And Olympus Work The Best In That Budget

For $400 you can get a 3ccd (3 chip) camcorder which has been getting excellent reviews

This May a small company Aiptek made the cheapest HD camcorder which sells for $299 and can record a 720P (1280×720 resolution / 16:9 aspect ratio) image at 30 frames per second using advanced H.264 technology to SD cards. So Aiptek sets a new low price for HD camcorders and capitalizes on the public appetite for HD video with making a cheap come-at-able HD device. I think that $300 for HD is not so bad.

I’d go with anything Panasonic or Sony…JVC and Cannon don’t last in the long run. Panasonic and Sony both have trusted names…Panasonic os on the rise. The guys that said get the 3CCD for 400 bucks is right.
